After an initial announcement in mid-2024 outlining a multi-hundred-billion-baht investment plan to build a large-scale integrated entertainment complex, the project went quiet for some time.
However, on June 8, Col. Phanthat Sangchot, Executive Director and Honorary Secretary of the Royal Turf Club of Thailand under the Royal Patronage (Nang Loeng Racecourse), revealed that the organization plans to invest in a sports and entertainment complex, including legal casinos, in two locations to stimulate investment and tourism in the country.
The two proposed locations are:
1. Bangkok – Khlong Toei Port and Nong Chok District
Awaiting clearance approval from the Ministry of Transport. The Nong Chok site, located on Suwinthawong 101 Road near a golf course, covers more than 3,000 rai (approx. 480 hectares). The investment is estimated at THB 120 billion, and the project will include horse racing tracks and related businesses, hotels, convention centers, sports stadiums, yacht clubs, and more.
Financial preparations are underway with support from financial institutions connected to Hong Kong-based investors. The development will begin in Phuket as the first location, expected to start in Q1 2026, with the first phase opening in 2029.
Even though the government’s law on entertainment complexes has not yet been passed, Col. Phanthat stated that they will proceed as planned since the business model is already prepared. However, if the government provides legal clarity and Terms of Reference (TOR), the group is ready to join official bidding processes.
2. Phuket – Thalang District
The site includes over 1,200 rai (approx. 192 hectares), divided into two plots:
- 275 rai on a private island in the Ao Por area
- 927 rai on the mainland, directly across from the island.
The total investment for this location is estimated at THB 140 billion and will be carried out in collaboration with a group from Monaco involved in real estate and casino businesses.
The project will feature:
- Resorts and pool villas
- 5- to 7-star hotels
- A marina
- A horse racing track
- Sports facilities
- A convention center and concert hall
- A Formula 1 race track
The casino will be located on the private island, along with additional developments such as resorts and hotels.
